EDUCATION SERVICES SPECIALIST

This is a Term position NTE 3 year. The individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using Reinstatement eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position. In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Services series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
A Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2):
1. Tests and measurement:
Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. 2. Adult education:
Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. 3. Educational program administration:
Study of the foundation and methods in organizing for adult and continuing education programs. 4. Curriculum development or design:
Study of the principles and techniques for development of curricula for adult or vocational education programs. 5. Teaching methods:
Study of teaching strategies and learning styles of the adult learner. 6. Guidance and counseling:
Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. 7. Career planning:
Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. 8. Occupational information:
Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. NOTE:

SPECIALIZED
Experience:
One year of specialized experience at the GS-07 grade level (or higher) or equivalent in other pay systems. Examples of specialized experience includes:
1) gathering educational and personal information in order to advise individuals regarding educational and vocational needs/opportunities; 2) knowledge of military and civilian occupations and occupational trends and the physical, mental, educational, and experience requirements of various occupations applied with a knowledge of educational institutions and programs to make appropriate recommendations; 3) use of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs; 4) develop working relationships and administer programs with diverse military, civilian, professional, and technical populations to include verbal and writing skills to prepare publicity, recruitment, and other presentations/briefings. OR EDUCATION:
2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree; such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE:

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE:
You must submit a copy of your transcripts with your application. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of education theories, principles, procedures, and practices of secondary, adult, or continuing education programs and their accrediting processes. (See positive education requirement per OPM Qualification Standards for General Schedule Positions.) 2. Knowledge of a variety of academic, occupational, vocational, and career development resources (educational and/or community). 3. Ability to interpret agencies' directives, instructions, and guidance and make local decisions and recommendations based on analysis. 4. Ability to gather, develop, and analyze a variety of data and to make recommendations based on analysis. 5. Skill in conducting interviews and delivery of formal and informal presentations and briefings. PART-TIME OR UNPAID

You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
